PUBLIC SERVICE IS A DUTY NOT A TRANSACTION!

People’s Action for Accountability and Good Governance in Zambia (PAAGZ) and Office of the Public Protector – Zambia reminds all public officers that accepting “tokens of appreciation” such as talk time, money, gifts or gratification in exchange for services before or after they are delivered is NOT appreciation it is corruption.

Under the Anti-Corruption Act No. 3 of 2012:

✅Any form of gratification linked to official duties is a bribe.
✅A “casual gift” must be modest, unsolicited, and NOT tied to service delivery.

The Public Service Code of Ethics is clear:

Public officers must not accept any benefit that compromises integrity, impartiality, or professional judgment.

🫰🏾 If you are asked to give something in exchange for a public service, this may constitute corruption or maladministration.

Cases of maladministration, including abuse of authority, unfair treatment, delays, or improper conduct must be reported through appropriate oversight channels such as the Office of the Public Protector Zambia (OPPZ) on the main hotline or customer care line +260955399655 or the Anti- Corruption Commission Zambia.
